Description of the problem/suggestion:
In #502 (comment), @CSSFrancis made a suggestion that libraries using Pooch to download files from Zenodo could make use of a custom User Agent, so Zenodo can have an easier time filtering out bad actors.
This is currently possible with DOI downloaders, as I mentioned in this other comment. With the caveat that not every request that DOI downloaders made will use those custom headers (see #508 for more detail). Hope #514 will be able to fix that.
