Improve wizard layout on sm screens

I posted this on Discord. Opening a discussion so it doesn't get lost.

The wizard layout on sm screens feels a bit weird. Having the active step's title at the top, followed by all the inactive step titles, followed by the active step's fields, is very confusing. There's a disconnect between the fields and the step they belong to:

Wouldn't something like this be better?

Honestly not even sure we need to show the other step headers on mobile, maybe just the current one. The next/previous buttons can still be used for navigation.
