Stalebot fails to close draft PR after 72 hours

The stalebot is not closing draft PRs after the configured 72-hour period when labeled with need/author-input. Instead, it repeatedly posts the stale warning message without taking the configured close action.

Example: PR #7513 shows the bot posting multiple warnings on Dec 1, Dec 8, and Dec 15 without closing the PR, despite no author response.

Closing this issue, as this is no longer the case as shown by #4622. Not sure why it failed previously. Will reopen if I see it happen again
