[REQUEST] apply template command

When starting/working on a project, there is often code that is frequently repeated. This aims to simplify pulling in the frequently used code and/or directory structure.

Describe the solution you'd like

• a template should be a local directory, git repo, or s3 bucket path
• there should be user defined aliases to defined a template name
• when the command is run, it should copy/clone/download the template to the current directory or a provided target directory.
