Upgrade Joomla and PhP and extensions

Essential upgrading of the Joomla site to keep things afloat for a good long while.

We need to upgrade:

• PhP
• Joomla
• Joomla Extensions

I've created a staging lightsail instance, and a stg.hiv.health.gov.mw domain. In setting up the SSL cert for the staging domain I seem to have reconfigured the webserver supporting joomla - the root page now just says "it's worked!" (rather than showing the joomla home page). I'm guessing there is some reconfiguration to do now to the webserver.

I have created a staging instance that seems to be broadly working at stg.hiv.health.gov.mw. Here are my notes on how I did it:

Ntwali has been given SSH access to the AWS lightsail server and also administrator access to the Joomla admin panel, for the staging Joomla instance.
