Currently, Flow does not support Windows runtime.

Due to my limited availability, I can't commit to work on this anytime soon.

There are two options:

someone (or some organization) would need to sponsor this feature request (pay for my time to work on it)
someone would need to commit to providing and then maintaining Windows support for Flow
