[verifier] fix Override-Only calls to Action Methods

ActionUtil provides the preferred approach to calling actionPerformed and update:

UPDATE:

It looks like ActionUtil.* methods are not available in AI-251.27812.49.2514.14217341 (2025.1.4.7) so we can't land this if we want to be compatible back to Narwhal.
