Add -fprssc flag to fcli sc-sast scan start

The command fcli sc-sast scan start would benefit of having the optional scancentral start flag of -fprssc / --fpr-filename-on-ssc

Hi, this issue has been addressed through a new --publish-as option in the upcoming fcli 3.0.0 release (which I expect to be released within a couple of weeks).
