Program Members not automatically enrolled in courses

To Reproduce
Steps to reproduce the behavior:

1. Create a course that does not allow self-enrollment
2. Create a program for that course and add an LMS Student user
3. Ensure everything is published, but will not allow self enrollment

Expected behavior
Users can access the course content when enrolled in the course via a Program

Additional context
Removed the platform reporting here as its a core issue on the server. If we create the course enrollment manually then the student can access the course content. Using the Program -> Create in the LMS Portal does not create any sort of enrollment.
