Requested by Toil developers:

"It would [...] help if the TES spec had a way to cancel jobs as a group. When the user kills a Toil workflow, we would like to be able to stop all our jobs in O(1) time, and not potentially have to make thousands of HTTP requests to stop all of them, and hope we stay alive long enough to do so."

It was also suggested that a bulk submit might be useful!
