the rights property in oa-records is currently not populated, pycsw currently maps dc:rights to accessconstraints, which in iso is a codelist value (no limitation, copyright, otherconstraint).
at the moment there is not a good convention to map dc:rights to an element in iso
the iso-hnap profile uses the gmd:useLimitation element to capture rights. However when reading the iso specs, the element seems more fit to indicate usage limitations, such as; 'not for navigational purposes'
However no good alternative seems available, so I suggest to stick to the property uselimitation
seems in pycsw this property is captured in conditionapplyingtoaccessanduse, so my suggestion would be to use that value. However the dc:rights would then also be mapped to that value?
