Move Security Policy Reporting to Platform Setup

Description

Currently our Security Policy Reporting page is located in the security/legal/PII section. This is confusing since Security Policy Reporting is a product feature and this page describes how to set it up.

Suggested Solution

1. Move the existing URL (and add a redirect) to https://docs.sentry.io/platforms/{{ platform }}/security-policy-reporting/
2. Move the in-product link next to "Set Up Tracing" / "Set Up User Feedback" / etc (illustration below)
