Why is the performance with RVV enabled worse than without RVV enabled?

I tested it in a Qemu virtual machine with the same configuration and the results are as follows:

1. Qwen2.5-3B：

• RISCV_V=0

• RISCV_V=1

2. Qwen2.5-7B：

• RISCV_V=0

• RISCV_V=1

Because qemu emulation of RVV instructions is quite slow.
