Request for Official Qualcomm Developer Feedback on Open Pull Requests and NPU Support Roadmap Inquiry

I am not sure if a similar discussion has occurred in the past, does Qualcomm plan to provide NPU support within llama.cpp? Qualcomm developers have previously brought OpenCL support. Pinging @max-krasnyansky

Without Qualcomm developer involvement in this project, llama.cpp maintainers will have to take a wait-and-see approach.
