The ads are visible during the videos' playback. Details from a user:

I still get the ads after changing the setting to disable Never-Consent. Here is a screen shot of a randomly picked movie on Amazon Prime Video and I skipped ahead to a point in the movie where the ads would start. Once you get to that timeline in the movie, you get a notice that "Fast forward and rewind unavailable during ads"

Here is some more information in case it helps you with this issue (Ghostery no longer blocking ads in Amazon Prime Video just since these past two weeks)

I installed ublock origin and that completely blocks the ads in Amazon Prime Video. So whatever it is that Amazon has recently done that is getting past Ghostery, it isn't getting past uBlock Origin
