Adding template for Issues

Since regulary non-Issues are made in Issues, we should add a Template for bug-reports/Issues.

I just copied stuff from another repo where we use that feature (and is more or less efficient):

This path was made:

.github/ISSUE_TEMPLATE/bug_report.md

and bug_report.md could look like this
