Docs: list psycopg (v3) in supported frameworks

Psycopg 3 has been modeled since python/ql/lib/semmle/python/frameworks/Psycopg.qll
(imported in Frameworks.qll) but was never added to the supported
frameworks table — only psycopg2 is listed.
