Monitoring gno contracts

Other smart contract platforms have relied heavily on monitoring the on-chain state of contracts for incident response. For examples: Tenderly, Forta, Alethio, Etherscan, etc.

We can wait for startups to create these for gno.land, but it would be nice to bootstrap this ourselves by providing a MVP for this functionality.
