No steps to setup vela in local

I have tried all the steps that are mentioned in the https://go-vela.github.io/docs/installation/ but I am not able to setup as the instructions only link if you have real IP Addresses.

How should one setup in local(Not for contribution or development) but just to play with it ?

I have tried it here and posted an issue also,
