[goconst] Outdated migration docs/command

The ignore-tests option was restored in #6480, but the migration docs and migrate command were not updated.

I have the changes ready and would like to create a PR.

This option has been temporarily restored, but the option will be removed again, because the goconst implementation has been changed.
