Automatically update the reachability metadata version when new versions are available #809

Currently, updating the reachability metadata version on this repository requires opening tickets to automation teams that will perform these updates.
Describe the solution you'd like
We should have a scheduled GitHub actions workflow, that will on a bi-weekly basis check if there is a new release of GraalVM Reachability Metadata, and if there is, generate a PR for updating the version of the reachability metadata version used by native-build-tools.
