APACHE_CSV rule incorrectly selects apache solr csv

This looks fishy to me. We should inspect the JARs again and select the module that owns the package namespace inside the JARs. I know for a fact that the package inside commons-csv is `org.apache.commons.csv` so if that overlaps with the apache solr csv library we should select the commons-csv module.
