I suggest adding a column on the database which stores preference (maybe a short int column so we can have more levels of preference).
On the domain list we can add a button next to each domain that when clicked, the preference is toggled. The toggling part can be done via an AJAX request from JavaScript so the page won't be refreshed each time a user updates their preference. The only issue with this approach is that the newly favorited domain won't appear on the top of the page unless the user refreshes the page, since preference is stored in the database.
