Investigate Frontend erroring in CODE after a deploy #27799

After deploying Frontend to CODE we frequently encounter server errors particularly on the network front pages.

Some suggestions to investigate:

instances on CODE are smaller compared to PROD and take longer to warm up and while they do requests may take a long time to respond which may cause the ELBs to timeout
agents that cache data may take a while to instantiate, also causing timeouts
any errors thrown
