Hide tags behind "I want to participate in organizing" checkbox #1

Registration form may seem intimidating for some if there are lot of tags to select from, even if they are optional.

Make a master "I want to participate in organizing" checkbox and hide the tags if it's not checked. Make this checkbox optional for events.
