install_envoy.sh fails to autodetect envoy version

When verifying the envoy installation, I saw that envoy is not installed on any EC2 instance.
This is likely because the https://developer.hashicorp.com/consul/docs/connect/proxies/envoy webpage has changed and the grep/sed pipeline no longer works.
