Warning `DRT-0240` (CUT layer V3 does not have square single-cut via, cut layer width may be set incorrectly.) when building with `asap7`

Currently when building any `asap7` target using `basic_asic_flow` you get the following warning;
```
[WARNING DRT-0240] CUT layer V3 does not have square single-cut via, cut layer width may be set incorrectly.
[WARNING DRT-0240] CUT layer V5 does not have square single-cut via, cut layer width may be set incorrectly.
```
