Update servers to support netid/oui beta

• Move existing roaming partner NetIDs to existing packet-purchasers.
• Stand up another "default" packet-purchaser to receive the rest of the traffic

What are the specific NetIDs to use for the preliminary mapping? We currently have these default routers assigned within Miner's sys.config file:
