This is to make a preliminary approach to the final API integration. We want to have a dynamic tag input field that allows suggestions but also free added tags. Styling is open to proposals always following the general RepositoryPage styles.

Take the description textarea in the ButtonNewData Component and link it to tags field below, so the tags field show suggestions based on textarea content.
