I want to connect to a Metrics facility

Goal

So that I can publish relevant metrics for my service

Technical Notes

A Metrics facility is needed, to be(optionally) obtained by a newly loaded service at initialization. The facility must offer a mechanism for a newly loaded service to create and publish metrics, as needed or desired.
