Additional Deployment Support

Goal

Add additional capabilities and support for deployment, including upgrades, added features, etc...

Intention

We intend to continue extending and enhancing the ability to effectively and efficiently deploy the block node.
We intend to support upgrades and data management for block nodes
We intend to add reliability and restart features to block nodes

Technical Details

Initially, this includes features to support resilient upgrades, but we will continue adding stories to this epic over time.
