Goal

Finish a few lingering items to button up the Client Block Stream API.

Intention

Handle transition of live stream to historic stream if a client is falling too far behind
Handle closed-range streams with a pattern more similar to the open-range streams
Improve unit testing for both historic and live block stream modules.
