CKV_AZURE_247 should not fail when allowed outbound FQDNs list is empty

CKV_AZURE_247 requires the allowed outbound FQDNs list to be nonempty. This doesn't seem like the correct thing to check, since for many use cases there is no need for any outbound traffic.
