Docker setup

Dockerfile that will facilitate the runtime and others requirements which the git-irods package is used by researchers could be uploaded irods. Somehow the Dockerfile should be completed before uploading in irods. (Main parts will come as filled out - template together with the package).

Naeem has created an example docker setup for Numa: https://gitlab.com/nmrdm/reproduce/python_3_8
Emil from Numa group will get some inspiration from this setup and will create one that fulfils his needs. This docker setup will be pushed to iRods along with source code and other artifices.
