git submodule add がうまくできませんか?

もともとある content/ja を消してもらう必要があるかもしれません。

git rm content/ja

最悪、ローカルで hugo server しなくてもいいなら、単純にこのリポジトリで PR を出せば Netlify deploy preview でサイトの確認ができます。
