Motivation

The inter-wrapper solver in SCM is deemed to be redundant since the same functionality can be achieved natively in MOOSE via multiapps. Therefore there are no plans to continue supporting this code.

Design

Delete all inter-wrapper related code.

Impact

Reduce code duplication. Remove unsupported features.
