3 issues:

detached payload doesn't make sense - we have hash envelope now
also the word 'payload' is used for both COSE payload and HTTP Body. Should be clear and use Body for the HTTP message
the statement on Reg Policy wrt attached/detached payload is unclear. Needs wordsmithing
