Bump upper-limit of flow count

At the moment, the flow count is [limited to <= 1 Mi](https://github.com/iij/ipgen/blob/master/gen/gen.c#L108). This is too restrictive for some kind of tests.
This is not a hard limit, and can be bumped to, e.g., 10 Mi. But I'm not sure about appropriate value...
