Delete release and tag of v3.2.0.a1 after confirming v3.1.0.a1 works

• Delete release and tag v3.2.0.a1
• Do this after confirming v3.1.0.a1 works on a PC. This is important because v3.2.0.a1 was the last version built on a windows-2019 VM, which is now deprecated. v3.1.0.a1 was built on windows-2022 (commit 7bb73af) and this could have broken something.
