Add block ordering streaming in RAPIDE

The goal is to be able to do streaming requests in RAPIDE, that means downloading some part of the DAG first, without slowing too much the download.

The success criteria is:

1. The instantaneous throughput of reading downloaded blocks in order should be similar to the single party download speed if you only download from the fastest peer available.
2. If there are more than one peer available, you should be able to download some blocks (that you don't need right now) ahead of you needing to use them from slower peers.
