[Feature]: add riscv64 support

Requirement

As a Jaeger user and porting riscv64 on CNCF ecosystem, I would like to have a release binary for riscv64.

Problem

Initial runs on all-in-one looks good

Proposal

• adds riscv64 release binary

• test on riscv64?

The build on main is failing on the debug images (cc @gouthamhusky)
