While there's still some work to verify Phel plays nice with WordPress, it would be great to be able to verify that Phel could be used "officially" and "professionally" within WordPress ecosystem.

WordPress.org plugin repository has detailed plugin guidelines regarding to submissions. Releasing plugins running Phel code shouldn't be a problem but it should be noted that Phel sources should be included within the WordPress.org plugin package even if it was built to be run directly as PHP:

Plugins are screened on first publication partly by a human and partly by automation while code updates are hardly screened afterwards. Some of their recent automation regarding to this was recently released as "Plugin Check Plugin" https://github.com/WordPress/plugin-check/ which on a quick try didn't seem to scream at plugin made with this skeleton project.
