`formatFiles.useGitIgnore` setting exists but is not functional (filtering was removed)

The extension still exposes the formatFiles.useGitIgnore setting, but it doesn’t actually do anything. Files listed in .gitignore are still formatted.

.gitignore filtering was added in 279a7250, but the functionality was later removed during the refactor in 4cd1cd05.
