mise install touches config file

While tinkering with my user/global config file (in helix, in case that matters), I notice the following.

1. Save change to the config file.
2. Run mise install <tool>
3. Make a change to the config file.
4. Save change

Expected: ✅ The editor saves the file
Actual: ❌ file modified by an external process
Workaround: :w! 😇

As far as I know, mise never actually changes the config file (or does it?), so this seems odd. And confusing, since I wouldn't want to clobber any legitimate changes it might try without me realizing.

Mise does change the config file with command use but not with install. Was not yet able to reproduce this with having the global config open in vim and running mise install.

I think there are caching reasons for doing this but I can't remember
