This has been fixed in https://github.com/jeremylong/open-vulnerability-cli/pull/279/files#diff-139fa611438ddbcec8762aa0d4b385e054c4751db6a7088dfef9fb91ab4280a4 (already)

It seems that /validate.sh will not be called via cron.
I see in the docker logs:
ignoring /etc/crontabs/validate (non-existent user)
This user does not exist:
Possible solution 1: create the validate user in the Dockerfile
Possible solution 2: run the validate.sh as the mirror user
add it to the mirror crontab in /etc/crontabs/mirror
remove /etc/crontabs/validate
