Support cycleState for plugins

I hope karmada can support cycleState for plugins so that plugins can maintain their own cycle-related data.

Why is this needed:

When we consider to add a plugin to limit quota usage for different namespace, we need to maintain our own cycle-related snapshot in cycleState.

@KunWuLuan Thank you for your feedback. To be honest, this is my first time working with the plugin's cycleState. It would be great if you could explain its specific role in your quota plugin.

Additionally, how do you plan to use the quota plugin? FYI, Karmada also supports resource quota management, including FederatedResourceQuota and the resourceQuotaEstimator plugin.
