tilt: Use kcp-operator and gateway api

- Envoy proxy with a tilt-managed port-forward instead of aliases, kind port bindings, etcpp
- Gateway API just for the *pizzaz*
- Slim etcd deployments
- kcp-operator to manage kcp-related resources
- Produces ready-to-go kubeconfigs
- Startup is a lot faster
- Works _even_ on macOS
