Integrate `puppeteer` into Enketo container for headless PDF creation

As requested here in the community, the ability to download PDFs of filled submissions is a much desired feature to integrate into kobo. Enketo already has the endpoint, but it needs to have a headless browser and puppeteer installed to compile the PDFs.
