Consider Donating to Tekton Project

Now that we have an implementation that has graduated from a "proof of concept" stage (and is actively being operated on at-scale clusters), we should consider donating this project to the Tekton itself. This will potentially expand the set of maintainers, and add further improvements/options to the deployment of this Kueue manager/scheduler (ex: deploy with the Tekton operator). The Tekton project may also "dogfood" this project by adding it to its own CI deployment (https://github.com/tektoncd/plumbing).

@adambkaplan thanks for the issue. Agreed, we discussed this with @gbenhaim a while back and we decided to wait for it to be properly graduated from a proof of concept. If we are here now, we can start writing a proposal for it upstream.

We have it running in production for 3 weeks. I think we need at least another month or two before proposing it.
