There are challenges with certain security issues (certificate validation) in downloading the nextclade dataset.
There is a patch regarding a similar issue in nextstrain: Suppress or override rule "prepare_nextclade"? "CURLE_PEER_FAILED_VERIFICATION: SSL peer certificate or SSH remote key was not OK." nextstrain/ncov#875
